Vice President of Operations

As a results-oriented executive with over a decade of experience in federal program management, recruiting, and business operations, she specializes in building high-performing teams, scaling operations, and delivering compliant, mission-critical solutions to government agencies. With a strong foundation in business development, workforce management, and strategic planning, she currently serves as the Vice President of Operations at Caduceus, where she oversees more than 40 federal contracts and a staff of over 300 professionals across the U.S. and its territories. 

Rebecca's background includes leadership roles in national emergency management operations, including contract oversight for the CDC during the COVID-19 pandemic, where she directed large-scale staffing at 20+ international airports. She has also supported public health and emergency response efforts for high-priority events including Hurricanes Irma and Maria, as well as the Ebola and Monkeypox outbreaks, collaborating with federal partners at VA Medical Centers, CBP, DHA, ORR, ICE, DoD, and CDC.

She brings hands-on experience in full lifecycle contract administration—from proposal support and pricing strategy to talent acquisition, onboarding, and compliance monitoring. Rebecca has built and led diverse teams of program managers, recruiters, and database specialists.

Earlier in her career, she held leadership positions in hospitality and proposal development, honing her skills in client management, budget forecasting, and cross-functional collaboration—skills that she has carried into federal contracting with measurable impact.

Mrs Misulich holds an MBA with a concentration in Government Contracting Law and graduated Cum Laude from Strayer University. She also has certifications/training in Program Management (PMQ), GSA Schedule Program Training, Six Sigma Foundations, and Certified Internet Recruiting (CIR), among others.
